Son of Watchmaker Jessie Lowe, James was born in Edgworth near Bolton, living in the family home at Turton Bottoms, he moved with the family and lived in Over Darwen.
He worked as a Jeweller at his fathers shop at 2 Bridge Street Over Darwen.
He was based in 72 Church Street in Over Darwen during 1858, where he established his watchmaking business.
By 1891 he was a Gold Jeweller at 16 Market Street Over Darwen
By 1881 he was at 1 Bridge Street in Over Darwen.
He died in Bolton in 1825
